It has been suspected and rumored for over a week now, but Google has officially confirmed that they will limit the amount of keyword data within Keyword Planner to accounts that have low spending. This was confirmed by a post within the Google AdWords Community.

While this will not have an impact on most users, those advertisers with a lower monthly spend will see the limited data. Those lower spending accounts will see keyword search volume data with ranges like 0-100, 100-1K, 1K-10K, 10K-100K, 100K-1M, and 1M+ in the average monthly search column. Also, some advertisers will trigger the limited data by reaching a limit on the number of searches for search volume data.
